11. The rule treats a stop sign like a yield for cyclists in most cases: a rider approaching a stop-sign intersection must slow down, and stop only if a stop is required for safety; otherwise the rider slows to a reasonable speed, defined in subsection (2) as fifteen miles per hour or less, and yields the right-of-way to any traffic or pedestrian in or approaching the intersection before turning or proceeding through. At a red traffic signal the rule is stricter: the rider must come to a full stop before entering the intersection and yield to all other traffic and pedestrians before proceeding straight or turning right, and may not proceed or turn right if an oncoming vehicle is turning or preparing to turn left directly in front of the rider.

Left turns on a red signal are allowed only onto a one-way street, and only after stopping and yielding. The section applies equally to bicycles, electrical assisted bicycles and electric scooters, and was added by Ordinance No. 1221 on October 19, 2021, with the surrounding chapter most recently amended by Ordinance No. 0625 on May 20, 2025.
