Section 10.60.070 sits in Chapter 10.60, Monterey Park's bicycle chapter, which also requires every bicycle operated on a city street to carry a license under § 10.60.010, issued by the license collector for a one-dollar fee under § 10.60.060. The riding-position rule itself does two separate things: it flatly prohibits riding, parking or leaving a bicycle on any sidewalk, and it fixes where a cyclist must ride on the roadway, requiring travel as nearly as practicable within five feet of the right-hand curb or edge of the roadway.

Two exceptions are built in: a cyclist may move away from that five-foot band when passing a standing vehicle, and when making a left-hand turn at an intersection. Because the section predates modern bike-lane striping, tracing to the city's prior code, former § 3242, it does not separately address obstruction of a painted bike lane by parked cars; the operative local rule is the cyclist's own riding position, not a lane-clearance duty imposed on drivers, and any dedicated bike-lane obstruction by motor vehicles would fall instead under the general stopping and standing provisions of Chapter 10.48 or state Vehicle Code bike-lane sections rather than this section.

Section 10.60.080 separately bars carrying a passenger on the handlebars, bar or tank of a bicycle. The Monterey Park Police Department enforces both the sidewalk-riding ban and the curb-position requirement.
