Section 22-79 prohibits motor vehicles, pedestrians and animals from using Class I or Class II bike lanes once the city council has duly established the lane and the proper signs and pavement markings have been installed. 3 and most recently amended by Ordinance No. 2531 in July 2025, carves out one exception: pedestrians may use a Class II bike lane on a highway where there is no sidewalk within the right-of-way, recognizing that some West Covina streets have bike lanes but no adjacent sidewalk.
