Orange, CA Mobility & Curb Rules: Bike Lane Rules (2026)

10 of the Orange Municipal Code, adopted by Ordinance 05-25 on March 25, 2025, sets specific rules for how bicycle lanes and trails may be used and who may block them. 070(B) lists prohibited unsafe riding behaviors that apply directly to bike lanes and paths: riding on a sidewalk, bicycle path, or bicycle lane against the flow of traffic, and riding on a bicycle path, bicycle lane, trail, or sidewalk at a speed greater than reasonable or prudent under existing conditions or that endangers persons or property.

Riders under 18 must also wear a properly fitted, fastened helmet, and no rider may hold or operate a handheld wireless phone while riding. 080 adds a lane-specific restriction for faster electric bicycles: no Class 3 electric bicycle may be operated on a bicycle path or trail, bikeway, bicycle lane, equestrian trail, or hiking or recreational trail anywhere in the city. 100 addresses obstruction from motor vehicles. on any day other than a holiday, Saturday, or Sunday. The only exceptions, as permitted by state law, are stopping where parking is otherwise allowed, entering or leaving the roadway, or preparing for a turn less than 200 feet from an intersection. 040 sets a uniform 20 mph speed limit on all city bicycle lanes, trails, and shared-use paths.
