OCTA's Commuter Bikeways Strategic Plan funds segments connecting cities, with construction by individual cities or county. Riders must use the right-most lane, signal turns, and obey traffic laws. Sidewalk riding rules vary by city, and CVC 21202 requires riders below the speed of traffic to ride as far right as practicable except when avoiding hazards.
Cycling violations carry CVC fines similar to vehicle infractions, often $200-plus. Building unauthorized bike lanes or removing markings is a public-works violation.
