Irvine Municipal Code Division 7 folds shared and personal electric scooters into a single "motorized scooter" category, defined at Sec. " That means a rented dockless scooter is regulated exactly like a privately-owned one under Division 7, Chapter 2. Sec. 4-7-205(D) sets a hard 15 mph ceiling for any motorized scooter on a City bicycle path or trail, on top of the general "reasonable and prudent" speed duty in Sec. 4-7-205(A). Sec. 4-7-210(G) is the City's no-ride-zone rule: unless specifically authorized, no one may drive or propel a motorized scooter or other motor-powered vehicle within any park, except on roads, driveways, pathways or parking lots the Community Services Department has designated for that use, so a scooter ridden onto park turf, a ballfield or a tennis court is a violation even where riding the adjacent path is legal.

Parking is regulated too: Sec. 4-7-209 bars leaving a scooter lying on its side on a sidewalk, parking it so it obstructs pedestrian traffic, or parking on a public highway where signs designate a no-parking zone. Enforcement runs through the Irvine Police Department under Sec. 4-7-103: officers may store or impound any scooter operated in violation and hold it until the violator complies, using the City's contracted tow service, and civil fines escalate from $100 for a first violation to $200 for a second and $500 for a third or later violation, with a traffic-safety-course option available for juveniles.
