Palm Coast, FL Mobility & Curb Rules: Bike Lane Rules (2026)

Sec. 42-7(b)(1) of the Palm Coast Code governs where and how bicycles operate. Riders must follow F.S. § 316.2065, the State's bicycle regulations, and may use bicycle lanes, bicycle paths, roadways and sidewalks; on a roadway, a cyclist must comply with all traffic regulations that apply to vehicles. At night, every bicycle must run a front lamp with a white light visible for 500 feet and a rear lamp and reflector showing red for 600 feet, with those lights on and working the entire time.

Off-road electric motor-driven cycles get the opposite treatment. Sec. 42-7(b)(4) bars them outright from any bike lane, bike path, City-owned or controlled property including parks, any City-maintained right-of-way, any public space or pathway, any road or crosswalk, and any sidewalk or public pathway in Palm Coast; these off-highway, electric-powered vehicles may only operate on private property with the owner's consent. E-bikes sit in between: Sec. 42-7(b)(2)a lets them use the same lanes, paths, roadways and sidewalks as bicycles, but riding one that produces more than 750 watts of power anywhere in the City, including in a bike lane, is separately prohibited.

Enforcement runs through the Flagler County Sheriff's Office under Sec. 42-7(d), which is designated the responsible agency for this article. A person who resists, obstructs or interferes with enforcement is committing a violation in its own right, and refusing to sign a citation issued for a bike lane or bicycle infraction is a second-degree misdemeanor.
