Palm Coast, FL Mobility & Curb Rules: E-Bike Classes (2026)

Sec. 42-7(a)(7) of the Palm Coast Code defines an e-bike as a bicycle or tricycle with fully operable pedals, a seat for the rider, and an electric motor of 750 watts or less, tracking F.S. § 316.003(23). The Code splits e-bikes into three classes: Class 1 is pedal-assisted only, with no throttle, capped at 20 mph; Class 2 has a throttle and is also capped at 20 mph; and Class 3 is pedal-assisted only, with no throttle, capped at a higher 28 mph. Regardless of class, the Code adds a citywide rule that no e-bike may deliver throttle-assistance above 20 mph, which limits how a Class 2 throttle can be tuned even though its class definition already caps it there.

Every e-bike must carry a permanent label showing its classification number, top assisted speed and motor wattage, tracking F.S. § 316.20655(3), and Sec. 42-7(b)(2)c makes tampering with the classification without updating that label a separate violation under F.S. § 316.20655(4). Removing the pedals from an e-bike, or modifying its propulsion system physically or through software, bars that bike from operating anywhere in Palm Coast's jurisdiction. Riders under 11 may not operate an e-bike anywhere in the City, though a younger child may still ride as a passenger on an e-bike built for one, and anyone 16 or under must wear a helmet meeting the federal bicycle helmet standard, 16 C.F.R. part 1203, whether the bicycle is electric or not.
