014 gives the city manager, or a designee, authority to establish bicycle lanes separated from the rest of the roadway by painted lines, other pavement markings, or other delineation, reserved for the exclusive use of bicycles and other non-motorized transportation, but only once city council has approved the lane through an adopted bicycle plan; the city manager cannot stripe a lane on his own initiative. Subsection (b) bars any person from operating a motor vehicle in, on, or across a bicycle lane, with narrow exceptions to enter or leave a driveway, alley, street, or parking space, or for a transit bus entering or leaving a designated bus stop, meaning a driver may cross the lane briefly for those purposes but cannot travel along it.

Subsection (c) separately prohibits stopping, standing, or parking a vehicle within a designated bicycle lane wherever the city has posted a no-parking designation for that lane, layering a parking restriction on top of the driving restriction. 113 and last amended by Ordinance No. 2018-097 on August 21, 2018, when the council updated the lane-establishment process to require an adopted bicycle plan rather than ad hoc administrative orders. Because the rule ties enforcement to signage and adopted plans, a stretch of pavement with painted lines but no corresponding council-approved bicycle plan and no-parking signage may not yet carry the full weight of subsections (b) and (c).
