Ashwaubenon, WI Mobility & Curb Rules: E-Bike Classes (2026)

Ashwaubenon's bicycle article, added by Ordinance No. O7-1-25 in July 2025, defines 'electric bicycle' at § 7-7-235 solely by cross-reference to Wis. 01(15ph); the Village code does not carve out separate rules for the state's Class 1, 2 or 3 e-bike tiers, every electric bicycle is regulated exactly like a conventional bicycle under § 7-7-236. That means an e-bike kept in the village may not be operated on any street without a village registration tag, obtained from the Public Safety Department for a fee on file with the Village Clerk and valid for the life of the bike unless ownership changes; a change of ownership or dismantling must be reported within ten days.

On the question of where an e-bike may ride, § 7-7-236(B)(1)(b) expressly allows electric bicycles on public sidewalks, provided the rider yields the right-of-way to pedestrians and gives an audible signal when passing another rider or pedestrian going the same direction; for roadway operation, § 7-7-236(B)(1)(a) subjects e-bike riders to all ordinances and state laws applicable to vehicle operators and adopts Wis. 489 by reference. Riders under 16 must also wear a CPSC 1203-compliant helmet under § 7-7-240. Enforcement for juveniles escalates from a warning ticket on a first offense to a citation on a third under § 7-7-241; the general penalty for an article violation is a forfeiture of not more than $50 under § 7-7-242(B), with a parent or guardian jointly liable for a minor's violation.
