Folsom, CA Mobility & Curb Rules: E-Bike Classes (2026)

Folsom Municipal Code Chapter 10.40 governs electric-assist mobility devices, including electric bicycles, on the city's Class I bike trails. Section 10.40.020 defines an "electric bicycle" (e-bike) using the definition in California Vehicle Code Section 406(b) for a "motorized bicycle." Under Section 10.40.030(B), an electric bicycle may use a Class I bike trail within city limits only if it carries the license plate that Vehicle Code Section 5030 requires, and its rider remains subject to every restriction, prohibition and regulation set out both in this chapter and in Folsom's bicycle chapter, 10.24, which bars riding on sidewalks and requires riding as near as practicable to the right-hand curb.

The city must post educational signage on the trail explaining which devices can legally operate there under Section 10.40.030(D). Beyond the trail-access rule, the parks and recreation director can promulgate additional rules under Section 10.40.050, and can restrict or ban electric-assist devices, including e-bikes, from any part of the Class I trail system at the director's discretion when needed for public safety, posting notice of the location and duration at the affected site. Enforcement is set out in Section 10.40.060: a violation is an infraction, with a $50 fine for a first offense, $100 for a second offense of the same provision within a year, and up to $500 for each additional offense in that year.

An unabated violation becomes a new violation on the following day. Enforcement officers may also impound an electric-assist mobility device for up to 14 days if it is being ridden while the operator is intoxicated or its continued use poses a significant public danger.
