Under that section, a scooter rider on the trail cannot: operate a scooter without a functioning brake capable of a controlled skid stop; exceed 15 miles per hour; ride without wearing a properly fitted bicycle helmet meeting Vehicle Code Section 21212 standards; ride without a valid driver's license or instruction permit under Vehicle Code Section 21235; carry a passenger; carry any package that prevents keeping at least one hand on the handlebars; ride on a sidewalk except to enter or leave adjacent property; ride with the handlebars raised above shoulder height; leave the scooter lying in a way that blocks the trail's pedestrian or bicycle path; or tow, or be towed by, a skateboard, skates, another scooter, a bicycle or another electric-assist device.
