La Habra, CA Mobility & Curb Rules: E-Bike Classes (2026)

Section 10.46.020 imports the California Vehicle Code's e-bike classes wholesale. A Class 1 ("low-speed pedal-assisted") e-bike only assists while the rider pedals and cuts off at 20 miles per hour; a Class 2 ("low-speed throttle-assisted") e-bike can be propelled by the throttle alone but also stops assisting at 20 miles per hour; a Class 3 ("speed pedal-assisted") e-bike keeps assisting the rider up to 28 miles per hour and must carry a speedometer. The chapter folds e-bikes into a broader "electric mobility device" category that also covers electric personal assistive mobility devices, electrically motorized boards, motorized scooters, pocket bikes and mopeds, each cross-referenced to its own Vehicle Code definition.

Section 10.46.030 then sets the operating rules. Subsection A bars operating any electric mobility device in public areas within the City of La Habra, but expressly carves out e-bikes on any bicycle path or bicycle trail. Subsection B separately bans riding one on any sidewalk, in a drainage facility, culvert, ditch or channel, outside a roadway or other paved public area, on an athletic field, court or gymnasium, or over an equestrian, hiking or recreational trail. Subsection C requires an operator to use due care, obey traffic controls, and never exceed 27 miles per hour in any public area, and separately bans riding any electric mobility device, bicycles and e-bikes included, in an unsafe manner showing willful or wanton disregard for others' safety.

Officers may cite violations under Chapters 1.08 and 1.20, and a cited juvenile's parent can face joint liability for an administrative fine under § 10.46.040. Section 10.46.050 exempts city personnel on official duty and persons with mobility disabilities using ADA-covered devices.
