(c) Electric Bicycle or E-Bike: shall have the same meaning as set forth in Arizona Revised Statutes § 28-101 - a bicycle or tricycle that is equipped with fully operable pedals and an electric motor of less than seven hundred fifty watts and that meets the requirements of one of the following classes, this does not include a motor-driven cycle: (1) Class 1 electric bicycle: means a bicycle or tricycle that is equipped with an electric motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle or tricycle reaches the speed of twenty miles per hour. (2) Class 2 electric bicycle: means a bicycle or tricycle that is equipped with an electric motor that may be used exclusively to propel the bicycle or tricycle and that is not capable of providing assistance when the bicycle or tricycle reaches the speed of twenty miles per hour. (3) Class 3 electric bicycle: means a bicycle or tricycle that is equipped with an electric motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle or tricycle reaches the speed of twenty-eight miles per hour.

S. Section 28-101. A Class 1 electric bicycle assists only while the rider pedals and cuts off at twenty miles per hour. A Class 2 electric bicycle has a motor that can propel it without pedaling but also stops assisting at twenty miles per hour. A Class 3 electric bicycle assists only while pedaling but cuts off at twenty-eight miles per hour. All three must have fully operable pedals and a motor under seven hundred fifty watts, or state law treats the device as a motor-driven cycle instead.
Section 14-149(h) bars operating any electric bicycle on a public street posted above thirty miles per hour, or on a local or collector street the City Engineer has posted as unsuitable due to traffic, speed or visibility concerns. Section 14-149(g) bars all classes from City community, neighborhood or special use parks, the Peoria Sports Complex, the municipal complex, or any City parking structure, but carves out an exception letting a Class 1 electric bicycle use multi-use trails, pathways and mountain hiking trails located outside those parks.
Riders under eighteen must wear a helmet under Section 14-148(c), and nighttime riding requires a front white lamp visible five hundred feet and a rear red reflector under Section 14-148(d). These provisions were last amended by Ordinance No. 2026-08 on March 24, 2026.
Violations & Fines
Operating an electric bicycle above the class-appropriate speed cutoff, on a street posted above thirty miles per hour, inside a barred City park or complex, or without the helmet or lighting Section 14-148 requires, is a civil traffic violation under Section 14-149(j) covering Sections 14-142 through 14-149. Riding while impaired by alcohol or drugs under Section 14-148(g) is instead a class one misdemeanor.
