Alexandria, VA Mobility & Curb Rules: Red-Light Cameras (2026)

Sec. 01 authorizes the city manager to install and operate a traffic-light violation-monitoring system at no more than one intersection for every 10,000 residents. The system must capture at least one image of the vehicle before it enters the intersection and one after, on a steady red light. A law-enforcement officer's certificate based on the recorded images is prima facie evidence of the violation, and a rebuttable presumption attaches to the registered owner unless the owner files an affidavit denying they were driving, or the vehicle was reported stolen.

The civil penalty is up to $50 and is not treated as a conviction or reported to insurers. Signs must be posted within 500 feet of any camera-equipped intersection, and information collected is purged within 60 days of penalty collection or 12 business days if no summons issues within 10 business days. Separately, Sec. 12 authorizes photo speed monitoring devices in school crossing zones and highway work zones, targeting drivers going at least 10 mph over the posted limit, with a civil penalty of up to $100.

Signs warning of these devices must be posted within 1,000 feet of the zone, and the city's law-enforcement agency must certify compliance and report annually to the state police by January 15 on violations prosecuted and penalties collected.
