Section 60-2 makes a vehicle owner liable for a civil penalty when the vehicle is recorded by an automated red light enforcement system running a red light in violation of 75 Pa.C.S. § 3112(a)(3), but only at intersections designated under Section 60-3: Street Road at Knights Road in all directions, and Lincoln Highway at Old Lincoln Highway northbound and southbound. Section 60-4 sets the fine at $100.00, but bars any fine during the signal's manually controlled or flashing modes, during the first 60 days a camera runs at a new intersection, or the first 30 days at each additional intersection; a warning notice may go out during those grace periods instead.

The Bensalem Township Police Department serves as system administrator under Section 60-7, and every notice of violation must be issued and signed by a Township police officer who has personally reviewed the recorded images. Owners can raise defenses under Section 60-6, including that they were not driving, the vehicle was reported stolen, or they were not the owner at the time. Recorded images may not be used for general surveillance and must be destroyed within 30 days of final disposition under Section 60-5. Section 60-16 caps total camera revenue at five percent of the Township's annual budget, and Section 60-17 ties the program's expiration to the vendor contract and to 75 P.S. § 3116.
