Section 10.04.050(A) gives the chief of police the power to place and maintain an automated traffic enforcement system, defined consistently with the state Vehicle Code as any system operated with a law enforcement agency that photographically records a driver's response to an official traffic control signal and captures a clear photograph of the vehicle's license plate and driver. The section requires appropriate signs at each camera location, visible to traffic approaching from every direction, or alternatively at all major entrances to the city including freeways, bridges, and state highway routes, with the director of public works responsible for placing and maintaining those signs.

Subsection C imposes a rollout safeguard: at least thirty calendar days before the system begins operating, the chief of police must publicly announce its use and identify the specific locations or intersections equipped with it, and for the first thirty calendar days of operation the police department may only issue warning notices to violators, not citations. Subsection D lets the chief of police, working with the department of public works, relocate, replace, or add cameras, provided signs are in place before any change takes effect.

Subsection E makes the photographic records confidential, available only to governmental and law enforcement agencies, except that the registered owner or any individual identified as the driver at the time of the alleged violation may review the photographic evidence of that violation.
