Spotsylvania County, VA Mobility & Curb Rules: Red-Light Cameras (2026)

Sec. 2-873. A violation is recorded only when the device documents a vehicle traveling at least 10 miles per hour above the posted school crossing zone speed while the zone is active, generating a civil penalty of $50 for the driver's first violation and $100 for each subsequent one. Enforcement runs through a mailed summons: a certificate from a county law enforcement officer based on the recorded images is prima facie evidence, and proof the defendant was the vehicle's owner, lessee or renter creates a rebuttable presumption they were driving.

That presumption can be rebutted by filing an affidavit with the clerk of the Spotsylvania County General District Court naming the actual driver, testifying in open court, or presenting a certified police report showing the vehicle was reported stolen before the violation. The summons must give the recipient at least 30 days to inspect the recorded images, and if the sheriff's office does not execute a summons within 30 days of the violation, all data on the suspected violation must be purged within 60 days.

Conspicuous signs must be posted within 1,000 feet of any camera-equipped school crossing zone. A private vendor may supply and operate the equipment under a compensation agreement with the county, and collected images may not be sold, disclosed publicly or used outside enforcement of this program. Spotsylvania County has adopted no comparable ordinance for red-light cameras at intersections; the only automated photo enforcement in the county's code targets school crossing zone speeding.
