Syracuse, NY Mobility & Curb Rules: Red-Light Cameras (2026)

Chapter 15 of the Revised General Ordinances creates two separate camera programs. Article XXVI (Sec. 15-436 through 15-445), adopted by Local Law No. 9-2024, establishes the automated red light enforcement demonstration program under New York Vehicle and Traffic Law § 1111-G. The city may install and operate traffic-control signal photo violation-monitoring devices at no more than 36 intersections at any one time, with initial locations chosen in or near school speed zones; the list can be adjusted but never exceed the 36-intersection cap. Article XXVII (Sec.

15-446 through 15-453), adopted by Local Law No. 10-2024, creates a parallel automated school speed zone enforcement program under VTL §§ 1180 and 1180-f, covering up to 34 school speed zones (defined as no more than 1,320 feet along a highway passing a school). Cameras there operate only on school days during school hours (plus one hour before and after) and during student activities (plus 30 minutes before and after), and liability attaches only when a vehicle is clocked more than 10 mph over the posted limit.

Both programs are owner-liability schemes enforced through the Syracuse Parking Violations Bureau rather than criminal court, and both require systems to pass a daily self-test and an independent annual calibration check before their images can support a notice of liability. Images may not identify the driver, passengers, or vehicle contents, and recorded footage is destroyed on final case resolution or one year after the notice issues, whichever is later, with narrow exceptions for search warrants and subpoenas in criminal matters. Owners can defend by showing the signal or camera was malfunctioning, that the vehicle was reported stolen before the violation, or that the underlying operator was already convicted of the moving violation. Lessors can shift liability to a named lessee by filing required VTL § 239 paperwork with the Bureau within 37 days of notice.
