Waterloo, IA Mobility & Curb Rules: Red-Light Cameras (2026)

Waterloo City Code section 6-1-4.A authorizes the city, under its police powers, to deploy an automated traffic enforcement system that photographs vehicles running red lights or exceeding posted speeds at intersections or other locations designated by the Chief of Police. A private contractor may own and operate the equipment, but the Police Department retains supervisory control and reviews the video before issuing a Notice of Violation. Section 6-1-4.C makes the registered vehicle owner, not necessarily the driver, civilly liable for crossing a marked stop line on a steady red light or arrow, or for exceeding the posted speed limit; automated citations are never reported to the Iowa DOT for driving-record purposes.

Section 6-1-4.D requires the notice to be mailed within 30 days and to list the owner's name and address, the vehicle description, the violation, the applicable fine, late-payment penalties and how to request an administrative hearing. Under section 6-1-4.E, the owner has 30 days from the notice date to pay or submit a written challenge, or request that a municipal infraction be filed under Iowa Code section 364.22; a Waterloo police officer then decides whether to rescind the citation. Section 6-1-4.F exempts stolen vehicles, emergency vehicles, funeral processions and vehicles yielding to emergency vehicles from owner liability. Unpaid, uncontested citations can become a municipal infraction under section 6-1-4.G, adding court costs and allowing referral to the Iowa Income Offset Program.
