Sections 168-37 through 168-46, added 4-8-2025, let the Town contract with a vendor to install, operate and maintain automated traffic enforcement safety devices, but § 168-38 bars paying that vendor based on the number of citations or fines generated. A certified device operator, per § 168-39, runs every device, and § 168-40 limits violations to two categories: exceeding the posted limit by 10 or more mph, or running a steady red signal, each captured on camera. Section 168-40C requires a written warning instead of a citation for the first 30 days after any location goes live.

When a violation is confirmed, § 168-41 requires a sworn officer or designated Town employee to review the recorded images before a citation issues by first-class mail; § 168-41C/D sets a 30-day mailing deadline after the owner is identified and voids any citation mailed more than 60 days after the violation. Fines are $50 for a first offense and $75 for each subsequent one under § 168-42B, plus up to a $15 electronic processing fee, and the revenue is earmarked for transportation mobility and infrastructure under § 168-42D.

Owners can appeal in writing to a citation hearing officer within 10 days of receiving the fine under § 168-43, and § 168-44 lists defenses including an inoperative signal, an emergency-vehicle exemption, compliance with a police officer's direction, or a device that failed its required calibration check. Section 168-45 restricts the Town and any vendor from disclosing or retaining personally identifiable information beyond what enforcement requires, with most data destroyed within 30 days of collection or a hearing's resolution. Section 168-46 makes state law, specifically C.G.S. Chapter 249, control if the Town's ordinance ever conflicts with it.
