Casper, WY Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Casper Municipal Code § 10.64.180 requires any provider that wants to rent dockless scooters for hire in the city to first obtain a permit from the city clerk, issued under Chapter 10.64. The permit application must include the provider's legal name, proof of commercial general liability insurance, and an indemnification agreement protecting the city, and permits run on a calendar-year term with a required renewal application. Permits cannot be transferred, assigned, or shared with another provider, and the clerk can revoke a permit after a hearing if the provider made a false statement, let its insurance lapse, or failed to pay required fees, with an appeal available to the director of public services.

Because dockless scooters occupy the public right-of-way for parking, storage, and marketing as well as riding, § 10.64.180(C) levies an administrative right-of-way fee of ninety dollars per scooter per calendar year on every provider. Operating rules in the adjoining § 10.64.190 cap e-scooter speed at fifteen miles per hour, and bar riding on any public right-of-way where bicycles are prohibited or on a sidewalk unless the abutting street's posted speed is thirty miles per hour or greater, in which case sidewalk riding is capped at ten miles per hour.

Parking rules in the same section forbid leaving a dockless vehicle on a public street or alley outside an area the director of public services has designated for dockless parking, and forbid parking within twenty-five feet of a transit stop. A scooter parked or used in violation of the chapter is subject to seizure without a warrant by an enforcement officer with probable cause, and the provider must be notified of the reason, location, and any seizure fees.
