Casper, WY Noise Ordinances: Amplified Music & Outdoor Sound (2026)

Casper Municipal Code § 8.20.020 specifically targets amplified sound equipment: radios, musical instruments, phonographs and any other machine or device that produces or reproduces sound. It is unlawful to operate such a device in a manner that disturbs the peace, quiet and comfort of any person in the city with a volume louder than necessary for convenient hearing by the voluntary listeners in the same room, vehicle or chamber where the device is playing. The section builds in an objective trigger: if the device generates a sound pressure level more than 15 dB(A) above the limits set in Table 8.20.040, measured at least fifty feet from the building, structure or vehicle, for any duration at all, that reading is prima facie evidence of a violation, so officers do not need a complaining witness once the meter reading is taken.

Table 8.20.040 sets the underlying zoning-district ceilings the 15 dB(A) buffer is measured against, and Section 8.20.040(C) requires the reading be taken with an ANSI Type II or better sound-level meter at or beyond the property line. Anyone who needs to run amplified sound louder than the ordinance allows, for an event or business activity, can apply to the city manager under Section 8.20.060 for a special permit based on undue hardship, temporary duration, or lack of a reasonable alternative. A violation of the amplified-sound rule is a misdemeanor under Chapter 1.28's general penalty provisions per Section 8.20.070, with each day of continued excess volume charged as a separate offense, and the noise can additionally be abated as a public nuisance under Section 8.20.080.
