The owner bears every cost tied to the procedure, and the work itself must be performed by either a licensed veterinarian or a Metro Animal Services officer, not a pet store or the owner personally. This microchip mandate sits alongside the chapter's broader confinement rules in Section 6.04.302, including a locked, six-foot pen and a spay or neuter deadline, all aimed at the same spared vicious animal. Outside this vicious-dog context, Casper's general dog and cat licensing scheme in Section 6.04.020 relies on a physical license tag rather than a microchip, so most pet owners in the city are not obligated to microchip their animals at all.
