Casper, WY Animal Ordinances: Wildlife Feeding (2026)

Section 6.04.040 primarily regulates how many pets, how much livestock and fowl a Casper property may keep, but subsection C turns to wild animals with a direct prohibition: no person may provide shelter, feed, or otherwise entice a non-domesticated animal to gather or frequent any public area or the person's own property. The only carve-outs are common songbirds and feral cats maintained by a keeper under the trap-neuter-return framework in § 6.04.045, and property owners who are actively trapping an already-present wild animal with a live box trap.

"Wild animal" or "exotic pet" is defined broadly at § 6.04.010(61) to include raccoons, skunks, foxes, coyotes, wolves and any animal normally found in the wild state, so backyard feeding of deer, geese, raccoons or coyotes with intentional bait, scraps or unsecured feed all falls within the ban. The rule is enforced by Metro Animal Services and the Casper Police Department under § 6.04.330, the same officers who enforce the rest of Chapter 6.04, and complaints commonly arise where feeding draws high-risk rabies vectors, defined at § 6.04.010(30) as raccoons, skunks, foxes, coyotes and bats, into residential yards.

Because the definition covers any non-domesticated animal, the same section applies equally to well-meaning deer or goose feeding and to feeding stray dogs or cats that have not been claimed by a registered keeper.
