Casper, WY Animal Ordinances: Dog Leash Laws (2026)

The "at large" definition in § 6.04.010(8) has three parts. A non-vicious, non-dangerous animal is at large if it is off the owner's property and not leashed or in an enclosed carrier, or if it is on the owner's property without direct supervision or confinement by fencing, secure enclosure or tethering that keeps it within the property's boundaries. The definition specifically exempts a dog held by a leash or chain of proper strength and length, a dog confined in a vehicle (unless its head can extend past the cabin or truck bed), and a dog inside a designated off-leash area established by the City of Casper; dogs are never exempt on a city-owned golf course under § 6.04.010(8)(b)(iv).

Section 6.04.100 then makes the prohibition operative: it is unlawful for any domesticated animal to be at large, and the owner violates the section by permitting the animal to become at large or by failing to reasonably prevent it. Animal protection officers under § 6.04.100(B) may pursue and impound an at-large animal, entering private property, though not buildings, to take possession. A person other than MAS who captures a stray must notify or deliver it to Metro Animal Services within twenty-four hours under § 6.04.100(C). An unclaimed animal with no identification is held at least seven working days at the shelter under § 6.04.100(E) before adoption or humane euthanasia.
