Casper, WY Animal Ordinances: Cat Rules (2026)

Under § 6.04.020(A), any person owning, keeping, harboring or having custody of a cat over six months of age within the city of Casper must obtain a license, unless the cat is a nonresident's animal in the city for less than sixty days or is a service animal. The application under § 6.04.020(C) goes to MAS and must include the owner's name and address, a description of the cat, the fee, and a veterinarian's rabies vaccination certificate; the license under § 6.04.020(D) runs one year and is not transferable, and the cat must wear its tag whenever off the owner's premises under § 6.04.020(B).

Feral cats sit outside ordinary ownership: § 6.04.010(26) defines a "feral cat" as one with little or no human contact whose owner cannot be located, and § 6.04.045 lets MAS and licensed veterinarians run a trap-neuter-return program that traps, sterilizes, vaccinates against rabies, ear-tips (removing a quarter-inch of the left ear under anesthesia per § 6.04.010(24)), and releases the cat back to its trapped location or an alternate site MAS approves. Under § 6.04.045(C), the "keeper" who regularly feeds a feral cat colony can reclaim an impounded feral cat without proving ownership, and MAS may partner with nonprofits and private donors to fund the program under § 6.04.045(D). Casper's general feeding-of-non-domesticated-animals ban at § 6.04.040(C) exempts feral cats maintained by a keeper.
