Casper, WY Animal Ordinances: Pet Limits (2026)

Section 6.04.040(A) sets three distinct numeric caps for a Casper premises. Subsection (A)(1) makes it unlawful to keep more than three cats and three dogs on any one premises, with the only escape being a licensed kennel or cattery, defined at § 6.04.010(33) as a business boarding, breeding, buying, training or selling dogs or cats, or any property maintaining more than three dogs and three cats over six months old, operating in a zone where a kennel or cattery is a permitted use; keeping that many animals outside a properly zoned kennel or cattery is unlawful regardless of intent.

Subsection (A)(2) bars any fowl or livestock, including all ungulates, on a lot in a residentially zoned area of the city, a separate cap from the cat-and-dog limit. Subsection (A)(3) caps any other single pet species at ten per premises, expressly excluding fish, rodents and small cage birds from the count. Fencing that confines animals covered by the chapter must be at least three feet high and built of material sufficient to contain the animal under § 6.04.040(B); if an animal escapes, that escape is treated as presumptive evidence the fence was not sufficient.

Because the three-cat, three-dog cap is a bright-line number rather than a nuisance standard, MAS can act on a simple headcount without proof of noise, odor or complaint.
