Casper, WY Animal Ordinances: Breed Restrictions (2026)

Casper Municipal Code Section 6.04.301 makes it unlawful to keep, possess or harbor a vicious or aggressive animal within city limits. No owner may allow such an animal on any premises under their control, or an animal that may manifest a disposition to bite, without properly restraining it to prevent injury to a person or property. Off the owner's premises, the animal must be securely caged or muzzled and restrained by a secure collar and a leash no longer than three feet, sufficient in strength to prevent escape and kept under the owner's direct control.

Section 6.04.302 builds out the enforcement machinery: a court that convicts an owner of harboring a vicious dog can order euthanasia, or, if it spares the animal, can order confinement behind a six-foot fenced and locked pen, spay or neuter within fifteen days, and proof of a registered microchip. Crucially, Casper's definitions in Section 6.04.010(19) and (60) tie vicious and dangerous status to conduct, such as lunging, growling, biting or a prior aggressive-animal finding, not to breed. Section 6.04.303 makes that explicit: any animal declared dangerous or vicious by another municipality, county or state government still triggers Casper's restrictions if it moves into the city and the owner fails to notify animal control within ten days, but no animal declared dangerous or vicious by another jurisdiction based solely on size, breed or mix of breeds is subject to this section. Casper therefore has no breed-specific ban; it enforces individualized declarations under Sections 6.04.301 through 6.04.303.
