Casper, WY Animal Ordinances: Mandatory Spay/Neuter (2026)

Casper Municipal Code Section 6.04.150(C)(2) governs animals released from the Metro Animal Services shelter for adoption. When an animal becomes available for adoption, the adopter must sign a statement agreeing to license the animal, vaccinate it against rabies unless it already holds a valid rabies certificate, and agree to have it spayed or castrated in accordance with the adoption agreement, at the owner's expense. Failing to comply with the adoption contract's terms is itself a violation, and MAS will deny the noncompliant owner future adoptions until they come into compliance; an owner with a medical reason the animal cannot be altered must furnish documentation from a licensed veterinarian instead.

Separately, Section 6.04.302(e) imposes a punitive spay/neuter mandate tied to a dangerous-animal finding: any person owning a vicious or dangerous animal must have it spayed or neutered, at the owner's expense, within fifteen days after a court finds the animal vicious or dangerous, if it is not already altered. Both mandates run through Metro Animal Services, which tracks compliance and can refuse future adoptions or, in the vicious-animal context, seek further court enforcement. Casper's general pet population is not subject to a citywide mandatory spay/neuter law; the requirement attaches only when an animal passes through the shelter's adoption program or has been judicially declared vicious or dangerous.
