Casper, WY Animal Ordinances: Pet Groomer Rules (2026)

Casper's animal code does not license grooming shops through a separate chapter; it folds them into the broader "commercial animal establishment" category defined at § 6.04.010(16), which groups pet stores, grooming shops, auctions, riding schools or stables, circuses, performing animal exhibitions and kennels together, and § 6.04.010(29) separately defines "grooming shop" as any commercial establishment where animals are bathed, clipped, or otherwise groomed. The operative regulatory hook is § 6.04.070, titled "Animals for commercial purposes-Inspection," which makes inspection access a condition of holding any permit issued to an owner of animals kept for commercial purposes.

Inspectors from the Natrona County-City of Casper health department, defined at § 6.04.010(14), may enter and inspect both the animals and the premises where they are kept, provided the owner receives reasonable notice. If the grooming shop operator refuses to allow that inspection, the city clerk is directed to revoke the permit; the section gives the clerk no discretion to substitute a warning instead. Grooming shops also sit near the kennel/cattery definition at § 6.04.010(33), so a groomer that also boards more than three dogs and three cats over six months old on site crosses into that separate kennel/cattery threshold and needs zoning that allows it. Chapter-wide enforcement, citation and penalty provisions in §§ 6.04.330 through 6.04.360 apply to any violation of § 6.04.070 itself.
