Goodyear's Article 13-6 governs shared mobility devices, defined under Section 13-6-1 as motorized scooters, Class 1 and Class 2 electric bicycles, and stand-up scooters that a shared transportation company rents to riders for pay. Under Sections 13-6-2 and 13-6-3, an operator must apply for and hold a shared mobility device program temporary participant license from the City Manager, pay an annual license fee set by Council resolution, and comply with all license terms and conditions before deploying devices in the public right-of-way. Section 13-6-4 layers on detailed parking rules: devices belong in bike racks or designated parking areas, and are barred from red-curb zones, sidewalks that block the pedestrian through zone, handicapped stalls, driveways, crosswalks, bicycle lanes, landscaped medians, and any spot within 15 feet of a fire hydrant or a fire station driveway.
