Goodyear, AZ Mobility & Curb Rules: Bike Lane Rules (2026)

Section 13-7-6 of the Goodyear City Code sets the roadway and bicycle-lane riding rules for electric bicycles, electric stand-up scooters, and electric miniature scooters. Subsection (A) requires a rider on a roadway to stay as near as practicable to the right-hand side while exercising due care passing a standing or slower vehicle. Subsection (B) bars riding more than two abreast except on a path or roadway section set aside exclusively for bicycles. Subsection (C) is the core bike-lane rule: wherever a marked bicycle lane exists on the roadway, the operator must use it, with three exceptions: a lane too narrow for safe operation, a lane whose surface hazards make riding unsafe, or a rider moving into position for a left turn.

When no bike lane exists, or one of those exceptions applies, Subsection (D) lets the rider use the general travel lane but still requires riding close to the right-hand curb except when overtaking, preparing to turn left, avoiding a hazard, or when the lane is too narrow to share side-by-side with a car. That same subsection separately bars an electric stand-up scooter or electric miniature scooter from any roadway posted above 25 miles per hour. Section 13-7-5 layers on a duty to obey posted signals and traffic-control devices while doing any of this, and Section 13-7-2 folds e-bike and e-scooter riders into the same rules-of-the-road duties Arizona imposes on bicyclists.

Riding in a bike lane still does not excuse a rider from Section 13-7-4's separate duty to travel at a speed reasonable for the conditions and to avoid colliding with vehicles, pedestrians, or other objects.
