Section 17-106 opens with a blanket rule: no person shall stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or when complying with law or an officer's, police aide's, or traffic-control device's direction, in any of nineteen listed places. Item 19 specifically bars stopping within a designated bicycle or turn lane, protecting the lane for the cyclists and turning traffic it was built for rather than for parked or idling vehicles. The same section also protects crosswalks, intersections, fire hydrant zones, transit stops, and driveway aprons, so a vehicle blocking a bike lane is typically also violating one of the neighboring items if it spans a curb cut or crosswalk.

Enforcement runs through Section 17-104: police officers, police aides, and City-designated parking control checkers document the date, time, location, and license plate of the violation and attach a written notice of violation to the vehicle, which need not be personally served. The notice tells the owner the base penalty fee and warns that not paying within 30 days can lead to a summons and complaint filed in Scottsdale City Court. Because Section 17-106 does not set its own fine schedule, the general Chapter 17 civil sanction in Section 17-2(b), up to $500 for a chapter violation without its own stated penalty, applies to a bike-lane stopping violation.
