Chapter 12's definitions in § 12-1 describe a "shared mobility system" as one providing a shared mobility device for short-term, point-to-point rentals that may be locked or unlocked with or without a docking station, and a "shared mobility device" as a scooter, skateboard, bicycle or similar device used in that system, excluding motor vehicles and devices that aid a disabled person. 1 applies all state and local traffic laws to shared mobility riders and expressly does not require licensing, registration, or insurance for the devices or their operators.

3 then lists where operation is barred: inside any city parking structure or park except on public roadways within the park, designated hike/bike trails, or designated device-parking areas; on property posted by its owner as prohibiting scooters or skateboards; on roadways with four or more marked traffic lanes and no bicycle lane, or with a speed limit above 35 mph and no bicycle lane; and on private property or non-public property without written permission. The City Manager or a designee may post additional signs barring riding or parking on any sidewalk, pathway or roadway. Riders under 13 may not operate a device at all, and riders under 18 must wear a helmet. 12, though it remains voluntary.
