Rocklin, CA Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Section 12.20.045(C) prohibits operating any motorized vehicle, whether gas or electric powered and whether licensed or unlicensed, within any recreation area as defined in Section 12.20.015, expressly including playground areas, the pump track and the skate park, unless the vehicle is being used to perform work for the city. The subsection defines motorized vehicle broadly to include automobiles, motorcycles, E-conveyances, E-skateboards, E-bikes and E-scooters, so the ban reaches the kind of dockless shared scooters and e-bikes that riders might otherwise bring into a city park.

Because Section 12.20.015 defines recreation area to include all parks, greenbelts, gardens and other city-owned property used for active or passive recreation, including structures on that property, the no-ride rule extends across essentially every Rocklin park, not just posted zones inside them. The chapter's separate vehicle rule in Subsection B still requires any vehicle that is allowed in a recreation area to stay on designated roads or in designated parking areas, and Subsection D caps any parked vehicle at eight consecutive hours. Together, these subsections mean a shared e-scooter or e-bike may be ridden to the edge of a Rocklin park on a street or path outside the recreation area's boundary, but not operated within the park, playground, pump track or skate park itself, regardless of whether the rider is a private owner or renting from a scooter-share service.
