Tustin, CA Mobility & Curb Rules: Shared E-Scooter Rules (2026)

Tustin City Code Section 5347 authorizes the City Council to designate, by resolution, any street, road, highway, sidewalk, trail or other public-access area (or portion of one) as a location where operating a "regulated mobility device", defined in Section 5345 to include shared mobility devices and motorized scooters, is prohibited. The City Engineer must post signs or pavement markings giving notice of each no-ride zone before it is enforceable. Section 5348 backs the prohibition with impoundment: if a rider under eighteen is found violating the chapter with no parent present and the unsafe operation is an immediate danger, an Enforcement Officer may seize the device and hold it at the Tustin Police Department facility until a parent, guardian, or adult owner retrieves it.

A seized device is released no sooner than forty-eight hours after seizure once a release request is made during business hours and all removal, seizure and storage fees are paid; owners may contest impoundment at a post-storage hearing under California Vehicle Code Section 22852. The City may charge administrative fees equal to its actual towing and storage costs, and any device held more than three months is disposed of under Civil Code Sections 2080.1 through 2080.5.
