Tustin, CA Mobility & Curb Rules: Bike Lane Rules (2026)

Tustin City Code Section 5346 makes it unlawful to operate a bicycle or any "regulated mobility device" (electric bicycles, motorized scooters, low-speed vehicles, electrically motorized boards) in an unsafe manner on a street, sidewalk, bicycle path, bicycle lane, trail or park. Among the listed unsafe acts: riding a bike lane against the direction of traffic, riding more than two abreast, exceeding ten miles per hour on a sidewalk or park path, and exceeding five miles per hour on a sidewalk in a school zone when children are present.

Riders under eighteen must wear a helmet meeting ASTM or CPSC standards, and no one under sixteen may carry a passenger on a regulated mobility device. The Tustin Police Department and designated Code Enforcement Officers enforce the chapter. Under Section 5349, a violation is an infraction by default but may be charged as a misdemeanor for repeat or willful conduct; the City may instead issue an administrative citation of $100 for a first violation, $200 for a second within a year, and $500 for each additional violation within that year. Parents who knowingly permit a minor's violation can be cited directly under Section 5349(e).
