Any person or company wishing to operate a shared small vehicle program, as defined in section 35-1, within the corporate limits of Kansas City, Kansas, shall enter into either an operating agreement or interim operating agreement with the unified government setting forth the rules and regulations governing such operation. The county administrator shall have the authority to approve all such operating agreements and interim operating agreements if the county administrator believes, in his or her discretion, that the agreement sufficiently addresses safety, education, costs, data-sharing and other regulatory needs of the unified government and its citizens.

" Parking is governed separately by § 35-698: shared scooters and bikes must be parked upright on hard surfaces near the sidewalk edge closest to the travel lane, beside a bike rack, or curbside, and the sidewalk must retain a minimum of four feet of clear pedestrian space. Subsection (d) lists seven no-park zones where a parked vehicle can't impede access, including transit stops and shelters, loading zones, disabled parking spaces, benches and other street furniture, curb ramps, entryways and driveways. On blocks without sidewalks, subsection (c) instead requires preserving both the travel lane and a six-foot pedestrian clear zone.
