Section 35-648 gives the director of public works, or a designee, authority to declare two distinct emergencies during snow, sleet or freezing rain. Under subsection (a), a 'traffic emergency' bars operating a vehicle on any street in a way that lets it become stalled because it lacks tire chains, snow tires or radial tires, for as long as that emergency stays in effect. Under subsection (b), once snow has accumulated or is expected to accumulate enough to require plowing, the director may declare a 'parking emergency': from that point until the emergency ends, no vehicle may be parked on any street the Unified Government has designated as a snow route by posted signage.

Any vehicle already parked on a designated snow route when the emergency is declared must be moved within two hours of the declaration or it is considered a violation of § 35-648. Section 35-196(c)(6) backs the parking ban with removal authority: a police officer may have a vehicle towed if it is parked on an emergency snow route in violation of § 35-648, without needing the 48-hour abandoned-vehicle notice that applies to ordinary abandonment cases. Once towed, the vehicle owner faces the same notice, 30-day claim window, and public-auction procedure under §§ 35-198 and 35-199 that governs any other Unified Government impoundment, including payment of towing and storage costs before release.
