Casper, WY Noise from Specific Sources: Car Alarm Limits (2026)

Casper's noise chapter, Chapter 8.20 of the Casper Municipal Code, does not single out car alarms by name. Instead, Section 8.20.030 lists categories of noise exempt from the general noise-level regulations of the chapter, and subsection A puts noise of safety signals and warning devices outside those regulations entirely. A vehicle alarm falls within that category as a warning device, meaning the decibel limits of Table 8.20.040 and the sound-equipment rule of Section 8.20.020 simply do not reach it: a car alarm sounding, by itself, cannot be cited as a noise-level violation the way a stereo or a loud party could be.

The same subsection exempts noises from authorized emergency vehicles responding to a call, in subsection B, and from emergency work or activity covered by a special permit, in subsection C, grouping alarms with those public-safety categories rather than with the noise sources the city actively regulates. Casper's code contains no separate car-alarm ordinance setting a maximum sounding duration, requiring an automatic shutoff, or authorizing officers to enter a vehicle to silence a chronic false alarm, provisions that some other cities' codes include. Absent such language here, a resident whose neighbor's car alarm goes off repeatedly has no decibel-based or duration-based citation to point to under Chapter 8.20; the only theoretical route back into the code would be the general nuisance-abatement language of Section 8.20.080, but that section reaches conduct that violates any provision of the chapter, and an alarm within the Section 8.20.030(A) exemption is not violating a provision merely by sounding.
