Kyle City Code § 23-60(6) targets the continued or frequent sounding of any horn or other signal device on any automobile or other vehicle except as a danger or warning signal, or the creation by means of any such signal device of any unreasonably loud or harsh noise for any unnecessary purpose or unreasonable period of time. The provision sits inside the broader § 23-60 nuisance declaration, which reaches unreasonably loud, disturbing or unnecessary noise that causes material distress, discomfort or injury to persons of ordinary sensibilities, so a vehicle alarm or horn that will not stop sounding, whether triggered by a security system or left blaring by a driver, falls within the same nuisance the city can cite.

Because the subsection exempts sounding a horn as a danger or warning signal, a driver honking to avoid a collision is protected, but a malfunctioning or repeatedly triggered alarm with no warning purpose is not. Section 23-61 extends liability to whoever controls the vehicle or the property where it sits when the alarm keeps sounding, and § 23-63 requires the city to first order a reduction in sound before issuing a citation if the noise is tied to protected speech, which rarely applies to a vehicle alarm.
