East Orange, NJ Noise from Specific Sources: Delivery Truck Noise (2026)

Chapter 184 bans any "excessive, unnecessary or unusually loud noise" that disturbs the comfort, health, repose, peace or safety of others anywhere in East Orange, whether on private premises, in a vehicle, or on a public street. Subsection 184-1E applies that standard directly to freight handling: "the creation of a loud and excessive noise in connection with loading or unloading any vehicle or the opening and destruction of bales, boxes, crates and containers" is a listed violation. A delivery truck idling early in the morning while pallets are dropped, cartons are broken down, or a lift gate slams repeatedly falls within this subsection, regardless of the hour, because the rule turns on the noise being loud and excessive rather than on a fixed time window.

Subsection 184-1C separately reaches sound trucks and loudspeakers used to attract attention on the street, and Subsection 184-1H requires mufflers on engines, so a delivery operation can violate more than one clause at once. Section 184-2 exempts only church bells, emergency vehicles and school or civic performances, none of which cover commercial deliveries. Enforcement follows Section 184-3: the East Orange Police Department investigates a complaint and issues a written warning, and if two warnings are issued to the same address, the Department may impound the offending equipment and issue a summons requiring a court appearance.

A conviction is punished under the Code's general penalty, Section 1-15A, a fine of $100 to $2,000, up to 90 days of imprisonment, or up to 90 days of community service, with each day of a continuing violation a separate offense.
