Section 235-2 of the Long Branch Code enumerates specific acts that are 'loud, unnecessary, disturbing and a danger to the health, safety and welfare of the community' under the general noise prohibition in § 235-1. Item A(10) singles out the creation of loud and excessive noise in connection with the loading or unloading of any vehicle or the opening or destruction of bales, boxes, crates and containers. The rule applies citywide, with no separate curfew hours written into this specific subsection, so a delivery crew that repeatedly bangs down a loading ramp or smashes flattened boxes on a sidewalk before dawn is exposed to a citation even in a commercial zone.

The Long Branch Police Department enforces the chapter under § 235-8, and officers who witness a violation issue a summons and complaint on the spot. Where the source is not a readily identifiable individual or moving vehicle, such as a recurring delivery account at a specific business, enforcement personnel may instead serve a written twenty-four-hour notice by hand or certified mail ordering the noise abated; ignoring that notice is a second, separate violation under § 235-8B. Failure to desist after being warned by an officer likewise creates an additional offense.

Because loading-dock noise often recurs daily, § 235-9B makes each day of a continuing violation a separate offense, so a business that never corrects a noisy dock can face repeated summonses rather than a single fine.
