Section 13-103(9) is another entry in the Chapter 13, Article IV unnecessary-noise list, aimed at loading docks, delivery trucks and warehouse activity: it's unlawful to create a loud and excessive noise in connection with loading or unloading any vehicle, or with opening and destroying bales, crates and containers. Unlike the construction rule in § 13-103(10), subsection (9) carries no fixed hours of its own, so early-morning or late-night delivery noise can be cited whenever it's loud and excessive, not just during a defined curfew.
