Section 21-30, titled "Handling merchandise," makes it unlawful to create a loud and excessive noise in connection with loading and unloading any vehicle, or with the opening and destruction of bales, boxes, crates and containers. The provision traces to Code 1967, Sec. 4-103(i), and sits within Article II's list of specifically enumerated unlawful noise acts, which Sec. 21-21 says is not exclusive; other listed acts include hawking goods in a loud and boisterous manner (Sec. on weekends and holidays absent city engineer approval (Sec. 21-29).

Because Sec. 21-30 has no fixed time window of its own, the standard is whether the noise from handling merchandise is loud and excessive, a fact question for the enforcing officer rather than a decibel meter or clock reading. Enforcement runs through the article-wide penalty at Sec. 8727(3). Article II's general exceptions at Sec. 21-34 exempt police, fire and ambulance vehicles on emergency business and necessary night excavation or repair work by the city, county or state.
