Warren, MI Noise Ordinances: Construction Hours (2026)

The construction hours restriction is written into Chapter 21, Nuisances, of the Warren Code of Ordinances at Section 21-29(a): 'Any construction, demolition, alteration or repair of any building or structure, excavation of any building site, construction or excavation of any highway, street, alley, sidewalk or other public improvement, including operations required for said construction or excavation, is unlawful between the hours of 7:30 p.m. and 7:00 a.m. weekdays, and 7:30 p.m. and 8:00 a.m. on weekends and holidays, unless written approval is obtained from the city engineer.' The prohibition covers essentially every stage of a building or public-improvement project, from demolition and excavation through repair and alteration, and it applies citywide rather than to a single zoning district.

Section 21-29(b) adds a companion restriction for concrete: 'The operation of any cement batching operation is unlawful unless a permit is obtained from the Warren city council, specifying the location, method and hours of operation.' A nearly identical construction-hours clause also appears at Section 18.31 of the zoning ordinance's Planned Unit Development article and again at Section 21B.93 of Appendix A, so a PUD or Downtown Center project answers to the same 7:30 p.m. to 7:00 a.m. weekday window and 7:30 p.m. to 8:00 a.m. weekend window as every other construction site in the city. The only way around the clock restriction is written approval from the city engineer under Section 21-29(a), obtained before work outside the permitted hours begins.
