New HVAC installations should be sited away from neighboring windows and property lines. Sound barriers, vibration isolators, and noise-reducing equipment mountings help achieve compliance. Exceeding noise standards is a misdemeanor under Section 12.08.590, with fines up to $1,000. Property owners may be ordered to abate the noise source through modifications, relocation, or equipment replacement.
