Stonecrest's noise article (Ch. 18, Art. VII) sets a general nighttime standard: under Sec. 18-61 and Sec. 18-63(a)-(b), no one may make sound between 11:00 p.m. and 7:00 a.m. that is plainly audible inside a sealed single-family dwelling or in the common area of a multifamily building. Sec. 18-63(c) then lists sixteen categories of sound the standard never reaches, and item (14) is "Sound from residential air conditioner units." Pool filtering systems get the identical treatment one line later in (c)(15), and properly muffled vehicles on public rights-of-way are exempted in (c)(13), so mechanical background hum tied to normal home operation is treated differently than a stereo, party, or construction noise.

Because the exclusion is written as a blanket category rather than a decibel ceiling, a code enforcement officer trained on a sound level meter (Sec. 18-67) has no basis to cite a residential compressor or condenser fan for running through the night, no matter how a complaining neighbor describes it, as long as the source really is a residential AC unit. The city's stated purpose for the article, laid out in Sec. 18-60, is protecting an "audibly satisfying environment," and the mayor and council chose to keep routine HVAC operation out of that enforcement scheme rather than fold it into the article's fine schedule.

Article VII's Sec. 18-70 penalty ladder, running from a $200.00 minimum first-offense fine to $1,000.00 for a third conviction within 24 months, therefore never reaches ordinary AC sound; it only applies to sound sources that fall outside the Sec. 18-63(c) exclusion list.
