Section 27-51(a) lists the equipment types it covers by name: plumbing, heating, electrical, ventilating, air conditioning, refrigerating, cooking, fire protection and radiation production equipment, plus elevators, dumbwaiters, moving stairs and other mechanical additions, installations or systems serving a building. All of it must be installed, located and maintained so that, under normal use, it will not endanger health or welfare, create a structural danger, act as a source of ignition or a radiation hazard, and, the operative clause for air conditioners, condensers, heat pumps and similar HVAC units, will not create excessive noise or otherwise become a nuisance or a hazard.

Subsection (b) adds that equipment subject to freeze damage must be adequately protected, and subsection (c) requires moving parts that pose a hazard to be guarded against accidental contact. The section does not set a decibel number for HVAC noise; the standard is whether the unit's noise level rises to a nuisance or hazard under normal operating conditions, which the Division of Code Enforcement evaluates on a complaint basis, typically triggered when an air conditioning condenser or rooftop unit runs loud enough to disturb a neighboring property.

This equipment-specific rule sits alongside, and is enforced separately from, the city's general noise ordinance in Chapter 40, which addresses unreasonable and unnecessary noise citywide; Section 27-51 is the Property Conservation Code's own equipment-maintenance standard, reached through a code-enforcement inspection rather than a police noise complaint.
